The Dominica Citizenship by Investment Programme provides eligible individuals and families with an established route to obtain citizenship of the Commonwealth of Dominica through a qualifying investment.

Economic Diversification Fund (EDF) Contribution

One of the available routes to Dominican citizenship is a contribution to the Economic Diversification Fund (EDF).

The EDF is a Government fund established to support national development projects and public-sector initiatives in Dominica.

Under this option, the applicant makes a non-refundable contribution after receiving Approval in Principle from the relevant authorities.

The contribution currently starts from:

US$200,000 — Main Applicant

US$250,000 — Main Applicant and up to three qualifying dependants

Additional contributions apply where more dependants are included in the application.

Government processing, due diligence, interview, naturalisation, professional, translation, notarisation, legalisation and other applicable third-party fees are separate.

How the Process Works

1. Initial Assessment & Eligibility Review

We begin with a preliminary assessment of the applicant and any family members who will be included in the application.

The review may cover:

• Nationality and residency history

• Family composition

• Travel and visa history

• Professional and business background

• Source of Wealth

• Source of Funds

• Supporting financial documentation

• Other factors relevant to eligibility and due diligence

This initial review helps identify potential issues and document requirements before the full application process begins.

2. Document Collection & Review

Once eligibility has been assessed, we provide the applicant with a structured document checklist based on their individual and family circumstances.

Documents may include:

• Passports

• National ID and residence documents

• Birth certificates

• Marriage or divorce certificates, where applicable

• Proof of residential address

• Police Clearance Certificates

• Bank statements

• Bank reference letter

• Employment or business documents

Additional documents may be requested depending on the applicant's circumstances and the requirements of the authorities.

3. Application & Form Preparation

A significant part of the process involves correctly preparing the required forms, declarations and supporting documentation.

Where a document requires the applicant's signature, fingerprint, medical examination, notarisation or another third-party action, we provide the relevant preparation and instructions while the required action must be completed by the applicant or appropriate authorised professional.

4. Translation, Notarisation & Document Coordination

Documents that are not in English may need to be translated into English in accordance with the applicable requirements.

Certain copies and declarations may also require notarisation, certification or legalisation.

Samimi DCS reviews and organises the documentation requirements to help ensure that the application package is prepared in the appropriate format before submission.

5. Application Submission

Dominica Citizenship by Investment applications cannot be submitted directly by applicants.

Once the application package is complete, the official application is submitted to the Dominica Citizenship by Investment Unit (CBIU) through a Government-Authorised Agent.

Samimi DCS coordinates the client's documentation and application preparation as part of this process.

6. Due Diligence

Every application is subject to Government due diligence and background verification.

The assessment may include verification of:

• Identity and nationality

• Residence history

• Criminal and legal background

• Professional and business activities

• Financial history

• Source of Wealth

• Source of Funds

• International sanctions and compliance records

• Information provided within the application

The CBIU or its due diligence providers may request additional documents, explanations or updated information during the assessment.

7. Mandatory Interview

Applicants aged 16 and above are subject to a mandatory interview as part of the Citizenship by Investment process.

We assist clients with the administrative preparation and coordination required before this stage.

8. Approval in Principle

Following successful assessment of the application, due diligence and applicable interview requirements, the Government may issue an Approval in Principle.

Receiving Approval in Principle is an important milestone in the application process.

The main EDF contribution should be made only after the appropriate approval and official payment instructions have been received.

9. EDF Contribution

After Approval in Principle, the applicant proceeds with the required contribution to the Economic Diversification Fund in accordance with the official instructions.

Once the payment has been completed and confirmed, the application proceeds toward completion of the citizenship formalities.

10. Certificate of Naturalisation

Following confirmation that the required investment and other applicable conditions have been satisfied, a Certificate of Naturalisation is issued for each approved applicant.

The Certificate of Naturalisation serves as formal evidence that the applicant has acquired citizenship of the Commonwealth of Dominica.

11. Dominican Passport Application

After naturalisation, the Dominican passport application is prepared and submitted.

Samimi DCS assists with the preparation and coordination of the passport documentation to complete the final stage of the process.

Once processed, the passport is issued to the new citizen.

Family Applications

Eligible family members may be included in the same Citizenship by Investment application, subject to the applicable rules.

Depending on the circumstances, this may include:

Spouse • Children • Certain Adult Dependants • Other Qualifying Dependants

Documentation and eligibility requirements vary depending on the dependant's age, relationship to the main applicant and individual circumstances.

Special Considerations for Iranian Applicants

Applications involving Iranian nationals require additional eligibility assessment and enhanced due diligence considerations.
